Brian Liu transformed the legal landscape as the Founder and former CEO of LegalZoom. At TariffCounsel, he continues his mission to make legal advocacy accessible, helping small businesses challenge unlawful federal tariffs and protect their operations.

When Brian founded LegalZoom in 1999, he recognized the potential of technology to make legal services simpler and more affordable for everyday people and small businesses. Leaving a prestigious law firm behind, he focused on serving those who needed legal guidance most rather than large corporations. That dedication built LegalZoom into one of the most recognized legal brands in the country.

TariffCounsel expands on that vision. Drawing from his own experience guiding his family’s business through regulatory challenges, Brian saw the need for a more individualized approach to protecting businesses from unlawful government actions. By combining seasoned attorneys with a streamlined process, TariffCounsel helps clients assert their rights, recover overpaid duties, and navigate complex federal trade law with confidence.

In addition to leading TariffCounsel, Brian serves on the advisory panel for Lawtech UK, a public-private partnership dedicated to improving access to justice through technology. He is also involved with startups in and outside the legal sector, including serving on the Board of Da Zen Theranostics, an oncology platform in clinical trials.

Brian began his legal career at Sullivan & Cromwell in 1996, later moving in-house to Oaktree Capital Management before founding LegalZoom. A UCLA Law graduate, he continues to drive innovation and investment across the Los Angeles startup ecosystem, now with a focus on helping small businesses defend their legal and financial rights.
